Children – any person under the age of 18
Adults at risk – any person over the age of 18 who:
- Has needs for care and support;
- AND is experiencing or is at risk of abuse or neglect;
- AND as a result of their care and support needs, is unable to protect themselves against abuse or neglect, or the risk of it.
